Blue Springs City Council Work Session July 29 2013 on EMS Service Subsidy

The following video was recorded on an iPad at the work session meeting.  This is because the City of Blue Springs does not currently record and broadcast work sessions.  Note that the audio is complete, but the video is not managed like is possible with the camera equipment permanently installed in the room.  I recorded this session at the request of numerous constituents that were unable to attend the meeting and wanted to hear the council’s rational for what ever decisions might be made at the meeting.

Hopefully in the future we will broadcast these meetings using the city’s equipment.  I will certainly be advocating that during the August 2013 budget session for the 2013-2014 year and continuing forward.  Giving our citizens the opportunity to understand the rationale for the decisions we make was one of the original reasons for televising our council meetings.  Work sessions should not be treated any differently.

Formula for calculating the effect of a property tax increase on personal property taxes such as on your car

In order to calculate the impact of the property tax proposed by CJCFPD on personal property:

Calculation: Value of the vehicle X assessment rate for personal property tax X property tax rate /100 = Increase in property tax

Sample: $10,000 X .33 X .15/100 = $4.95

The CJCFPD tax will be implemented over a three year period, so in the above example, the new taxes would be:

2013 - $1.65
2014 - $3.30
2015 - $4.95

Additional Outdoor Warning Siren Testing Tomorrow

CENTRAL JACKSON COUNTY, Mo. – The Central Jackson County Emergency Management Agency (CJCEMA) participated in the statewide tornado drill today to test its network as part of the national Severe Weather Awareness Week.

Recently, the outdoor warning sirens and the radio system underwent upgrades in response to federal narrow-banding mandate. Technical problems with the upgrade were diagnosed during today’s test of the outdoor warning sirens and resulted in sirens either not responding or not responding as expected.

As a result, CJCEMA will be conducting another test of the outdoor warning sirens tomorrow, March 6 beginning at noon across Blue Springs, Grain Valley and Lake Tapawingo. Representatives from CJCEMA, Motorola, Blue Valley Public Safety and Commenco will be conducting repairs on the outdoor warning system throughout the afternoon. Please be advised that sirens will be sounding throughout the afternoon as crews work on individual sirens.

Every effort is being made at this time to correct these concerns as quickly as possible. We thank you for your patience as we work to make these repairs to our outdoor warning system.

The CJCEMA is an emergency management agency consisting of the Central Jackson County Fire Protection District, the City of Blue Springs, Grain Valley, Lake Tapawingo and surrounding unincorporated areas. Weather radio programming and CodeRED signup event

CENTRAL JACKSON COUNTY, Mo. – The Central Jackson County Emergency Management Agency is teaming up with Chief Meteorologist Chris Suhan to host a weather radio programming and CodeRED signup event.

The event will be on Saturday, June 2 from 10 a.m. to noon at Price Chopper North, 1100 NW Highway 7, Blue Springs, MO.

“We encourage everyone to bring their weather radios or purchase one at the event and have it programmed to our area so you can keep up to date with the latest weather alerts for Jackson County,” said Todd Farley, Emergency Management Director for the Central Jackson County Emergency Management Agency. “You can also sign up for our CodeRED Emergency Notification System and receive information on how to start your own Family Emergency Plan.”

Project Community Alert (PCA) is a community-wide effort to distribute weather alert radios. New emergency alert system can deliver warnings directly to cell phones

CENTRAL JACKSON COUNTY, Mo. – Emergency management officials know that in weather emergencies, such as tornados, warnings can save lives. But they can’t always rely on traditional warning methods — television, radio and outdoor sirens — to reach everyone. Beginning in June, through a partnership with FEMA’s Integrated Public Alert and Warning System, officials will also be able to send warnings directly to cell phones.

Using the new Wireless Emergency Alert (WEA) system, the National Weather Service will send warnings for tornados, flash floods, blizzards and ice storms in the Kansas City area to cell towers that serve affected counties. The warnings will go automatically to any newer-model cell phones within range of the towers.

“While these warnings may look like text messages, there won’t be any charges on your phone bill,” said Todd Farley, Emergency Management Director for the Central Jackson County Emergency Management Agency. “This is just one more way to be alert for imminent dangers, whether you’re at home or on the road.”

The short messages will provide very basic information, such as the type of warning, affected areas and duration. “When you get this warning message, we encourage you to turn to other sources for more detailed information about what to expect and what actions you should take,” said Farley.

Whether and how you’ll receive the alerts depends on your cell phone and service provider. About 10 percent of the cell phones in use today are already capable of receiving the alerts; others, such as newer iPhones and Android models, will soon receive software updates that add this feature. The wireless industry estimates that by 2014 nearly all phones on the market will be WEA-capable.

The alerts are delivered directly from cell tower to cell phone through a one-way broadcast. The system will not track or locate individual cell phones or phone numbers — it simply broadcasts to all phones within range. Unfortunately, in some cases, this may result in overwarning.

“For example, if we issue a warning for Jackson County, it will go to all towers that serve that county. If you live in an adjacent area, such as Cass or Clay counties, you may get the warning, too,” said Andy Bailey, warning coordination meteorologist at the National Weather Service office in Pleasant Hill. “Towers in urban areas generally serve a radius of two to five miles, and in rural areas up to 10 miles, so the warning message may reach a little beyond the warning boundaries.”

The alerts will include a unique ring tone and vibration. They will not interrupt any phone calls or downloads in progress. If you’re on the phone when the warning is issued, you’ll get the message after you end your call.

In addition to weather alerts, the system can broadcast AMBER alerts and presidential alerts for national emergencies. On newer phones, these alerts will be turned on by default. Procedures for opting out of the alerts will vary by carrier.

“Like any new system, we’ll no doubt have some issues to work through,” said Farley. “We hope people will be patient and not opt out of these potentially life-saving messages. The system will get better with time, but it’s too important to wait any longer.”

First nationwide test of Emergency Alert System scheduled for Nov. 9

CENTRAL JACKSON COUNTY, Mo. – For years, local television and radio stations have periodically tested the Emergency Alert System with familiar tones followed by “This is a test…,” but on Wednesday, Nov. 9, for the first time ever, a nationwide test of the alert system will take place.

While the Emergency Alert System is often used by state and local emergency managers for weather warnings, it has never been used or tested at a national level.

“In a major disaster that affects large areas, such as an earthquake, this system could be used to broadcast life-saving information very quickly,” said Todd Farley, Emergency Manager for the Central Jackson County Emergency Management Agency. “This test will ensure that the system will work as intended if a nationwide alert needs to be issued.”

At 1 p.m. CST on Wednesday, Nov. 9, radio stations, local television stations, wireline video services, and cable and satellite providers in the Kansas City metropolitan area will join other broadcasters across the country for a simultaneous test of the system. Although the test will be similar to the routine monthly tests most of us are familiar with, there are a few key differences:

  • The nationwide test will last longer than normal — approximately three minutes.
  • While the audio message will include the words “This is a test” and be the same for everyone, the video test may vary due to differing technologies. Viewers should be aware that the video messages may or may not include the words “This is a test” in the background image or scroll at the bottom of the screen.
  • The test will be conducted through broadcast media only — it will not include NOAA weather radios, mobile devices or outdoor warning sirens.

The nationwide Emergency Alert System test will be conducted jointly by the Department of Homeland Security, Federal Emergency Management Agency, Federal Communications Commission and National Weather Service. These agencies selected the date, Nov. 9, because it is near the end of hurricane season and before the severe winter weather season begins. The time (1 p.m. CST) was selected to occur during working hours in time zones across the nation, minimizing disruption by avoiding traffic rush hours.

“The best time to prepare for a disaster is before it happens,” said Farley. “While the alert system can provide basic instructions during an emergency, we all need to take personal responsibility to make sure we’re ready.”

13th Annual National Night Out in Blue Springs, Free Food, Games and Safety Information

Blue Springs, Mo. – The Blue Springs Police Department’s Community and Youth Outreach Unit are sponsoring its twelfth annual National Night Out Against Crime on Tuesday, August 2, 2011, from 6-9 p.m. at 11th and Smith Street in downtown Blue Springs. This free family event brings together residents, law enforcement agencies, civic groups, businesses, neighborhood organizations and local officials for an evening focused on crime prevention and safety.

Among the participating organizations are: Central Jackson County Fire Protection District, Lee’s Summit Underwater Rescue and Recovery Team, Federal Bureau of Investigation, Bureau of Alcohol, Tobacco, Firearms and Explosives, CodeRED, Let’s Move! Blue Springs and many more.

Councilman Dale Carter, Blue Springs native and morning show co-host for Country 94.1, KFKF will emcee the event’s main stage. Entertainment includes a magic exhibition by former Mayor Steve Steiner, a musical performance by the Holy Hill Baptist Church Youth Choir and dancers from TaJazz School of Dance.

“National Night Out is an important outreach event that allows our officers to personally interact with our community,” says National Night Out Coordinator Sgt. CENTRAL JACKSON COUNTY, Mo. –To help better manage the outpouring of support for Joplin, Missouri tornado survivors, disaster recovery experts have established some simple ways to help, whether volunteering or donating resources.
The Voluntary Organizations Active in Disaster and Federal Emergency Management Agency (FEMA) offer those who are impacted or just wanting to help the following advice:
Volunteer or Donate
The easiest way to help is to call 2-1-1 in most areas in Missouri to volunteer time or make a donation. Unsolicited responders compete with disaster victims and emergency personnel for food, water, valuable cell phone bandwidth and lodging.

Cash is the best because it offers voluntary agencies the most flexibility in obtaining the most-needed resources. You can donate to the United Way by calling 2-1-1 or donate to the Red Cross by visiting any area Price Chopper, texting REDCROSS to 90999 to donate $10 or calling 1-800-RED-CROSS.

Confirm what emergency responders need from voluntary organizations before collecting donations. Unsolicited donated goods such as used clothing, miscellaneous household items, and mixed or perishable foodstuffs require helping agencies to redirect valuable resources away from providing services to sort, package, transport, warehouse, and distribute items that may not meet the needs of disaster survivors.

Locating a Loved One

Residents affected by the tornado wanting to notify friends and family that they are safe are asked to go online to https://safeandwell.communityos.org/cms. This Web site can also be used to check on a loved one in the Joplin area. This site is easy and free and only basic information is needed. If you are not able to go online, call 417-659-5464 to register or find someone who has registered.
